This happened in ancient times. The Chinese Emperor sent a messenger to the King of Korea and
required that the King should immediately load all the water of the river Khan on a vessel and deliver it to China.
The king summoned all his dignitaries and ministers and they began thinking what to do. They thought hard but
did not invent anything! Then Prime Minister Khvan Khi stepped up and said: "Your Royal Majesty, this is what
you should answer: "The King of Korea will be pleased to load all the water of the river Khan and send it to China.
But to do this, we need sand masts. There is little sand in Korea, but as far as I know there is a large amount
of sand in the north of China. Will you deign to send us sand masts three hundred feet high?"
They say that since that time the Chinese Emperor never sent a messenger on such errands to Korea.
